The Higher Education Commission (HEC) is extending an invitation to Pakistani and AJ&K nationals to apply for the Stipendium Hungaricum Scholarship Programme (2024-25), initiated by the Hungarian Government.
This scholarship opportunity encompasses Bachelor’s, Master’s, One-Tier Master’s, and PhD studies.
Scholarship Categories
Stipendium Hungaricum scholarships are accessible to Pakistani students who meet the essential eligibility criteria within designated disciplines and other prerequisites set by Hungarian universities. The scholarship programmes include:
- Bachelor’s Degree (following 12 years of education)
- One-Tier Master’s Degree (following 12 years of education)
- Master’s Degree (following 16 years of education)
- PhD Degree (following 17/18 years of education)
Eligibility Criteria
The applicant must be a citizen of Pakistan/AJ&K. Candidates currently enrolled in the final year of their existing study programs or awaiting results are eligible to apply.
For Bachelor’s (Undergraduate Programs) and One-Tier Master’s degree programs such as DVM, DPharm, Medicine/Dentistry, etc., the applicant must have completed their HSSC/Intermediate degree or equivalent before August 01, 2024.
Failure to submit the final degree and transcript on the https://apply.stipendiumhungaricum.hu/ portal before August 01, 2024, will result in the cancellation of the scholarship award.
For Master’s (Postgraduate Programs), the applicant must have completed a 16-year Bachelor’s or equivalent degree before August 01, 2024. Similarly, failure to submit the final degree and transcript on https://apply.stipendiumhungaricum.hu/ before August 01, 2024, will lead to the cancellation of the scholarship award.
For PhD Programs, the applicant must have completed a 17/18-year Masters/MS/MPhil degree or equivalent before August 01, 2024. Again, the failure to submit the final degree and transcript on https://apply.stipendiumhungaricum.hu/ before August 01, 2024, will result in the cancellation of the scholarship award.
Australian University Launches Scholarships for Pakistani Students
Undergraduate Engineering programs are not offered. There is no upper age limit for applicants, but the minimum eligible age limit for undergraduate programs is 18 years, meaning applicants born on or before 31st August 2006 (applicants must be 18 years of age on or before 31st August 2024).
Applicants must complete all fields of the Hungary application form and HEC application form with no column or field left unfilled. Certificates/Transcripts/Degrees to be attached must be attested by the relevant authorities such as IBCC and HEC.
Equivalence of O & A level from IBCC is mandatory for Bachelor’s (Undergraduate Programs) and One-Tier Master’s degree (OTM). IELTS/TOEFL scores are required where applicable by Hungarian universities.
All applicants must submit a medical certificate of satisfactory health condition (issued not earlier than 15 November 2023). The certificate must confirm that the applicant does not have illnesses such as AIDS, Hepatitis A, B, C, or any other epidemic conditions.
In case of final selection, applicants must submit a legal bond to HEC, pledging not to change disciplines after the final award of the scholarship. Furthermore, they commit to returning to Pakistan after completing their degree to serve the country for a prescribed period by the HEC. Failure to comply may result in a penalty as determined by the HEC, recoverable from the candidate or their guarantor.
Applicants must meet all other requirements specified by the host Hungarian university, Tempus Public Foundation, and the Higher Education Commission of Pakistan.
All applicants are required to provide HAT or USAT test scores. A minimum score of 50 out of 100 in HAT or USAT is necessary.
Those who have taken the test on or after January 01, 2022, may upload the results on the HEC portal for consideration. Interested applicants yet to take the test may register at https://etc.hec.gov.pk/. Applications without the minimum HAT or USAT test score (50 out of 100) will not be considered for further processing.
Initial screening/scrutiny will be based on the USAT/HAT test score and federal government quota policy. HEC reserves the right to modify the nomination criteria.
Ineligibility
Applications will not be considered in the following cases:
a. Pakistanis having dual citizenship.
b. Applications misrepresenting providing incomplete information, even if the misrepresentation is pointed out after the scholarship is awarded, HEC reserves the right to cancel the awarded scholarship in such case.
Financial Coverage
The Tempus Public Foundation covers tuition fees, while provisions for accommodation and health funding serve as contributions to the living expenses of scholarship recipients.
However, it’s important to note that these provisions do not entirely cover all living costs. Students are required to supplement these provisions with their own financial resources to meet the full expenses of living in Hungary.

How to Apply
Applicants are obligated to submit online applications on both the Hungarian website and the HEC website. Failure to complete the online application process on both platforms in Step (1) and Step (2) will result in the application not being considered for further processing.
At the initial stage, hard copies of applications and supporting documents are not required. However, applicants must maintain a record of all submitted documents and possess printed copies of both application forms (submitted online on the HEC website and Hungarian website).
During later stages of the selection process, applicants will be required to submit hard copies, including the online application forms submitted on both the HEC website and Hungarian website, along with attested photocopies of all original documents. Original medical and police clearance certificates also need to be submitted at later stages of the application process.
Korean Government Announces Fully Funded Scholarships for International Students
Step (1) Tempus Public Foundation (Hungarian side) Online Application:
All applications must be submitted through the online application system of Tempus Public Foundation Hungary. The application guidelines can be found at https://stipendiumhungaricum.hu/. After registration, applicants can access the application platform and upload the necessary documents. Note that applications without online submission and submitted after the deadline will not be accepted. After applying online, it is essential to obtain printed copies for record-keeping.

Step (2) HEC Online Application:
Apply online at: https://scholarship.hec.gov.pk/. After registering and completing your profile, select “Hungarian Scholarship Program.” After submitting the application, obtain a printed copy for the applicant’s signature. The HEC online application portal will close on January 15, 2024, at 1600 Hours Pakistan Time.
Before applying, update your HEC profile with the latest email/cell number and updated information. It is advisable to complete and submit the application as soon as possible, as the online application system may be very busy in the days leading up to the deadline. After successful submission of the application at the HEC portal, retain the printed copy of the application form signed by yourself.
Submission of online applications at https://stipendiumhungaricum.hu/apply/ & https://Scholarship.hec.gov.pk portal is mandatory. Non-submission of forms on either of the two portals will result in the non-consideration of the candidature.
All applicants must provide HAT or USAT test scores. The test categories are attached for the information of applicants. The applicant must have obtained a minimum score of 50 out of 100 in the HAT or USAT test.
Those applicants who have taken the HAT or USAT test on or after January 15, 2022, may upload the test result on the HEC portal for consideration.
Interested applicants who have yet to take the HAT or USAT test can register at https://etc.hec.gov.pk/. Applications will not be considered for further processing without providing the minimum HAT or USAT test score (50 out of 100).
All the required documents, as listed, must be submitted to the online Stipendium Hungaricum application system by all applicants until January 15, 2024, at 1600 hours.
However, the Statement of the Supervisor (if required by the proposed Doctoral School) must be submitted by March 15, 2024, and the medical certificate, by the nominated applicants only, by April 15, 2024, on the Hungarian portal.
It is important to note that only files with a maximum size of 4 MB can be uploaded to the system. Prospective applicants currently enrolled in their existing study programs and waiting for results are permitted to apply, subject to the submission of final degrees and transcripts on https://stipendiumhungaricum.hu/apply/ before August 01, 2024.
Failure to submit the required documents as per the prescribed requirements may result in the cancellation of the applicant’s candidature.
