Apply for a Passport Anywhere in Pakistan, No ID City Restriction

The Directorate General of Immigration and Passports has introduced a new policy that allows Pakistani citizens to apply for passports at any passport office across the country, without being restricted by the address on their identification documents.

This change, an update to Rule 6 of the Passport Rules 2021, aims to simplify the application process, especially for those needing to apply outside their registered area.

After review by the Law Division, the proposal was approved by the Ministry of Interior and endorsed by the Federal Cabinet.

Under the new rule, all passport-issuing offices must accept applications from citizens, regardless of the address listed on their Computerized National Identity Card (CNIC), National Identity Card for Overseas Pakistanis (NICOP), or Child Registration Certificate (CRC).

To ensure smooth implementation, zonal heads have been instructed to implement this change, making passport services accessible nationwide. This policy shift means that applications can no longer be declined based on address or jurisdiction, offering increased convenience, especially for those living or working away from their registered address.

New Pakistani Passport Urgent Fee Update October 2023

  • The Directorate General of Immigration & Passports, part of the Ministry of Interior, is responsible for issuing passports to Pakistani citizens for international travel.
  • All Pakistani citizens have the right to apply for a passport to facilitate foreign travel.
  • To apply for a new passport, visit the nearest passport office or foreign mission, with the required documents. 

The Directorate General of Immigration & Passports, a department under the Ministry of Interior, is the authorized entity responsible for issuing Pakistani passports.

In this guide, we’ll outline the steps for obtaining a machine-readable passport for international travel.

Eligibility for a Passport

Every Pakistani citizen has the right to apply for a passport to facilitate foreign travel.

Application Process for a New Passport

To apply for a new passport, follow these steps:

Step 1: Visit the Passport Office or Foreign Mission

Applicants seeking their first passport should visit the nearest passport office or the relevant foreign mission. Make sure to bring all the required documents with you.

Step 2: Document Requirements (Ages 18 and Above)

Applicants aged 18 and above must provide the following documents:

  1. Proof of Passport Fee Payment: Provide evidence of payment for the prescribed passport fee. This can be done through an Original Bank Paid Fee Challan (receipt) or e-Payment Confirmation Detail (SMS/Email) along with the PSID No.
  2. Original CNIC/NICOP with Photocopy: Present your original Computerized National Identity Card (CNIC) or National Identity Card for Overseas Pakistanis (NICOP) along with a photocopy.
  3. Previous Passport (if issued): If you have previously been issued a passport, provide the original passport along with a photocopy.
  4. NOC (No Objection Certificate): Government, semi-government, or autonomous body employees should obtain a No Objection Certificate (NOC) from their respective departments.
  5. Foreign Passport (for Dual-Nationals only): Dual-national individuals should provide their foreign passport along with a photocopy.
  6. Lost Passport (if applicable): If your passport was lost, bring a police report indicating the previous passport number.

Urgent Passport Fee Update (October 2023)

As of October 2023, the urgent fees for different passport sizes remain as follows:

  • 36-Page Passport: Rs6,000
  • 72-Page Passport: Rs10,000
  • 100-Page Passport: Rs13,000

Government of Pakistan Bans Holding of Multiple Passports

You can no longer hold multiple passports in Pakistan.

The information minister Marriyum Aurangzeb has said during a press conference held earlier this week that people owning more than one passport would be forced to submit the additional ones to the government. The passports would be seized by the government through Passports Act 1974. “We will also create a framework to stop this practice in future and procedural work is expected to complete till 31 December 2022,” she said.

The government has announced that the last day for people to willingly submit their extra passports is 31 December 2022.  

Misreported: Government of Pakistan Bans Holding of Foreign Passports under the Passport Act

It was reported earlier by news publications that federal cabinet during a meeting with Prime Minister Shehbaz Sharif has decided to cancel multiple foreign passports under the Passport Act.

The news shocked people on social media, and many didn’t understand the purpose of it. The decision applied to those who have a foreign citizenship/passport but it was cleared that the decision would not apply to foreign citizenships or foreign passport holders by the minister.

Marriyum Aurangzeb gave the clarification on the 13th of May that the discussion of the Federal Cabinet on May 10, 2022 only approved the cancellation of more than one Pakistani passport.

“News of cancellation of foreign passports was misreported,” Aurnagzeb  said. “It is a crime to have two Pakistani passports. The last date for revocation of two Pakistani passports is December 31, 2022.”
