Chairman NADRA, Tariq Malik, has announced the formation of a ‘National Sex Offender Registry’ to help keep track of child molesters.
The announcement was made during a panel discussion at Islamabad Health Services Academy (HSA). The event was organised by The National Committee for Maternal and Neonatal Health (MCMNH) in partnership with the Minister of National Health Services, Regulations and Coordination (NHS, R&C), AMAN, and HSA.
The ‘National Sex Offender Registry’ will enable people and organizations to determine if an individual they are considering employing has been engaged in sexual offences.
What is a National Sex Offenders Registry?
A National Sex Offenders Registry is a centralized database that contains information on individuals who have been convicted of sexual offences. This registry is an important tool for law enforcement agencies and the public in tracking sex offenders and reducing the risk of sexual victimization.

Is a National Sex Offenders Registry Needed in Pakistan?
Sexual offences are one of the most heinous crimes and can have long-lasting impacts on the victims. Victims of sexual offences often suffer from physical and emotional trauma, which can impact their lives in many ways.
One of the most significant challenges faced by law enforcement agencies in combating sexual offences is tracking sexual offenders.
A National Sex Offenders Registry provides an effective way to track and monitor convicted sexual offenders, and it has been recognized as an essential tool for combating sexual offences.
The importance of a National Sex Offenders Registry cannot be overstated. Here are some of the reasons why a national registry is so crucial:
- Protecting vulnerable populations
Sexual offenders are known to re-offend, and their potential victims are often vulnerable populations such as children or people with disabilities. By having a national registry, law enforcement agencies and the public can take precautions to protect these vulnerable populations from potential predators. For example, schools and daycares can use the registry to screen potential employees, and parents can use it to check the backgrounds of individuals who may come into contact with their children.
- Enhancing public safety
A National Sex Offenders Registry enhances public safety by providing information to the public about sexual offenders living in their communities. This knowledge allows people to take precautions to protect themselves and their families. It also allows law enforcement agencies to monitor and track sexual offenders, reducing the likelihood of reoffending.
- Aiding law enforcement
A National Sex Offenders Registry provides law enforcement agencies with valuable information on sexual offenders. This information can be used to identify potential suspects in sexual assault cases and aid in investigations. It can also be used to track the movements of convicted sexual offenders, making it easier to monitor their activities and ensure they are complying with the terms of their release.
- Improving victim services
A National Sex Offenders Registry can improve victim services by providing victims with information about the offender who victimized them. This information can help victims understand the legal process and provide them with the resources they need to heal from their trauma.
- Encouraging rehabilitation
A National Sex Offenders Registry can also encourage rehabilitation by providing offenders with an incentive to comply with the terms of their release. Offenders who know that they will be monitored and tracked after their release may be more likely to follow the rules and seek treatment to reduce their risk of reoffending.
