On Tuesday, an award ceremony was held at Aiwan-i-Sadr in association with Pakistan day (23rd March). President Dr. Arif Alvi awarded civil awards to 88 Pakistani and foreign nationals to honor their services in various fields.
In recognition of Mr. Richard Geary Horwitz’s outstanding services to Pakistan, the president of the Islamic Republic of Pakistan, Dr. Arif Alvi, conferred upon him the award of Sitara-e-Khidmat. Mr. Richard is the founder of the Deaf Reach Program and the executive director of the Family Educational Services Foundation (FESF).

Mr. Richard Geary is a US national. He is the founder-director of the Family Educational Services Foundation (FESF), a non-profit educational foundation operating in Pakistan since 1989.
He has lived in Pakistan for the past 31 years, devoting his life to the education and empowerment of deaf children and pioneered a network of seven schools in colleges for the deaf in seven cities across Pakistan committed to meet the need for academic and vocational education.
In 2013, his foundation was appointed to the United Nations as the special consultative status to the economic and social council to recognize its achievements in deaf education. His holistic program provides education, skill streaming, teacher development, and parents’ sport and has helped over 1000 deaf youth obtain gainful employment.
In 2017, under his leadership, the groundbreaking Pakistan Sign Language learning unit project was implemented. Low-cost computer units loaded with PSL educational content were set up in 1000 classrooms across 95 cities of Pakistan.
